Consultation - Time to Train (Wales)

Summary

This paper consults on a proposal to introduce a legal right for employees in Wales to request time to train. The document sets out what constitutes eligible 'employees' and the process for making requests.

The only stipulation is that the training must contribute to the effectiveness of the employee as well as the performance of the business. If introduced employers would have a duty to carefully consider any such request and can reject requests but only on specific business grounds and employees would have the right to appeal. The proposal does not compel employers to pay for the training.

In England proposals have been put forward by the Department for Universities Innovation and Skills (DIUS) to introduce a right for employees in England to request time to train. The Welsh Assembly Government now wishes to consult stakeholders in Wales to see if this proposal should also be introduced for employees in Wales.

The proposal would give employees a legal right to approach their employers and ask for time to undertake any training which will improve their effectiveness at work and improve the productivity and performance of the business within which they work.
