Consultation - Review of Collective Measures (UK)

Summary

Over the last year a consortium of research organisations have been undertaking research on behalf of the UK Commission to identify a range of policy options which might encourage employers to increase and improve the extent to which they train their workforces on a collective basis.  The research has culminated in the selection of three broad options which, following the deliberative exercise, were refined and the research team have now recommended to the UK Commission. The UK Commission is now further developing the detail of the recommendations.  The purpose of this exercise is to offer stakeholders and interested parties the opportunity to provide further evidence or insights into the likely effectiveness and effects of some of the refined policy options recommended by the research team.

The three options are:
a. A development fund to support a range of different types of existing or new employer networks.
b. More extensive occupational licensing.
c. Modified accountancy standards to value human capital.


Semta responded, calling for action to support employer-led, sector-based networks and initiatives such as 'Compact', which ensures a sector-led skills system.  Compact links the investment in skills to a return in business performance through expert advice and guidance provided by Semta. 

Next Steps

The UK Commission has published the final report on 5th November.
