Consultation - Collective Measures (UK)

Summary
The UK Commission for Employment and Skills has been tasked with
reviewing the 'collective measures'
available to Government to stimulate employer investment in
skills. The Review will focus on policies associated with
collaborative employer action to raise the skills of their
workforce, either through increasing spend or other measures which
would have the effect of raising skill levels (such as regulatory
requirements).
This Call for Evidence is the first stage in the UK Commission's
study, as they seek the views of partners in the UK and beyond on a
range of issues including:
- Whether there is already sufficient employer investment in and
action on skills, and whether it is most effectively targeted.
- Experience of policy levers designed to encourage employers
collectively, rather than individually to invest in skills.
The Review will consider:
- UK national policies aimed at enhancing employer investment in
and action on skills.
- Sector specific or geography specific policies and initiatives
aimed at enhancing employer investment in and action on
skills.
- International skills policies aimed at enhancing employer
investment in and action on skills.
- The potential costs, benefits and impacts of the implementation
of selected policies.
Next steps
The UK Commission for Employment and Skills will commission
literature reviews to inform the development of Collective Measures
study and we will use the Call for Evidence as a key input to these
reviews. They may also convene seminars, discussion groups or
invite individual respondents to discuss their responses in more
depth with them or with the consultants who conduct the
review.
The UK Commission for Employment and Skills will publish a report
on the findings of the study in Autumn 2009.
