The purpose of the Sector Skills Agreement is to bring
employers, trade unions, government and providers together to take
action on the key skills issues that affect productivity and
competitiveness.
Sector Skills Agreements (SSAs) are of great importance to all
who engage with Semta. The agreements allow all parties to
collaborate together to create an evidence-based skills need
assessment. They map out exactly the skills that employers need
their workforce to have to ensure maximum productivity and
competitiveness, and how these skills will be supplied.
By employers leading on the development of SSAs, the employer is
able to fully assess the skills needs and the business issues of
both their company and the sector as a whole. Current training
provision, along with the gaps and weaknesses in workforce
development are analysed and priorities agreed.
This assessment can then be used as the basis of an agreement to
how the SSC, employers and trade unions will work together with key
stakeholders to secure the necessary supply of training.

is reviewed to measure its range, nature and employer relevance

development are analysed and priorities are agreed

A review is conducted into the scope for
collaborative action – engaging employers to invest in skills
development to support improved business performance – and an
assessment is made into what employers are likely to sign up to

The final outcome is an agreement of how the
SSC and employers will work with key funding partners to secure the
necessary supply of training
